Are you thinking of Visual Studio Code? Aren't the two very different? The first is a very large and commercial Windows application written by Microsoft and the latter is a free/open-source IDE with numerous plugins written as an electron app.

I agree, VS isn't very much hackable, but, is Delphi any more hackable either?

This is true. Visual Studio isn't particularly hackable. It sure is very configurable though.
