python3 is not included, unless you install Xcode. It's now a shim!

Note that a full Xcode install isn’t required, Xcode-select —-install (500MB or so command line tools bundle) includes Python.

Is this new or has it always been true?

For Python 3, has been true since Apple started shipping Python 3 on macOS. For Python 2, it was bundled within the OS itself.

You are right (but, it’s specifically the XCode Command-line Tools).

Thanks for the correction!
